The Ministry of Finance has already received rq orts

from the Inspector General of Customs to the effect tha t

smuggling is daily increasing at Hongkong and along the

and

coast of China,/instructions are therefore now issued to

the inspector General to proceed to Hongkong and discuss

a settlement with the governor whereby China my at an

early date establish a custom buse at Hongkong to

collect duty and to control smuggling. If he is still

unable to reach a satisfactory settlement the inspector

General should draw up a scheme for controlling smuggling

by the Chinese Karitime Customs from near Hongkong and

make a report thereon requesting permission to put into

affect. If it is necessary to remove the Custom House

at Bangkeng to the Hongkong-Kwantung border a report

should be submitted in secordance with the facts*.

The Custom Department having received the above instruat-

ions hereby orders the Inspector

ordingly. If he is still unable to come to any agreement with

the new Governor of Hongkong, he should take steps to draw up

a preventive scheme to protect the revenue and to uphold the

Customs Administration.
